President Donald Trump Monday said he rejected a proposal by Sen. Lindsey Graham to temporarily reopen the government. The plan called for the president to agree to a vote by Congress to reopen the government for about three weeks “before he pulls the plug on the legislative option.” If no progress were made on the border wall, the president could then declare a national emergency.
