House Democrats Thursday passed a spending plan to reopen the federal government, defying President Donald Trump’s demands for border-wall funding. On a vote of 241-190, the House approved a package that included six uncontroversial spending bills from the Senate that would fund most of the government through September. They passed a separate plan to fund the Department of Homeland Security, which oversees the wall, through Feb. 8. (Wall Street Journal)
