SMOOTHER PROCESS – Doug Owens, head of Illinois Department of Agriculture environmental programs, says officials have made final decisions on a greater percentage of pesticide-misuse complaints so far this year, despite a heavier workload. The department has received 521 total complaints this year. Of those, 472 relate to agriculture and 329 allege dicamba damage. (
