Illinois State Climatologist Jim Angel says the state’s soil-moisture levels have been refilled over the past two months, providing a “nice cushion” for the growing season. Angel predicted farmers will enjoy much better planting conditions over the next seven days with no major storm systems and continually warming temperatures expected. (
