President Donald Trump today proposed cutting federal spending by $3.6 trillion over 10 years, cutting Medicaid, food assistance, and other anti-poverty programs. The proposed budget also cuts crop insurance by $29 billion over 10 years and slashes conservation and rural development programs. According to a White House summary, the proposal would cap premium subsidies at $40,000 per farmer, impose a new means test on premiums, and eliminate the Harvest Price Option on revenue policies.
