SHUTDOWN AVERTED

Congressional leaders late Sunday reached an agreement on a broad spending package to fund the government through the end of September, averting a partial government shutdown. Congress is expected to vote on the roughly $1 trillion package, which includes policy victories for Democrats and money for military spending and border security for Republicans, later this week.
