DEMS PROPOSE STOPGAP; RAUNER SAYS NO

The Democrat-controlled Illinois House is preparing another stopgap spending plan that would allocate more than $800 million to higher education and human services by tapping into two special state funds allocated for those purposes. However, Republican Gov. Bruce Rauner said he will not support another stopgap measure without “something real and lasting to protect taxpayers.” Meanwhile, 17 central and southern Illinois school districts Wednesday filed a lawsuit alleging the state has fallen short of its constitutional duty to sufficiently finance learning that state officials require.
