CHICAGO TOPS NATION IN POPULATION LOSS

By almost every metric, Illinois’ population is sharply declining, largely because residents are fleeing the state. The Tribune surveyed former residents and each offered a list of reasons why they left, including high taxes, state budget stalemate, crime and unemployment. Census data released Thursday suggest the root of the problem is in the Chicago metropolitan area, which saw its first population decline since 1990.
