The US Supreme Court ruled today that EPA must consider costs before deciding whether regulation is appropriate and necessary; it will up to the agency to decide, within limits of reasonable interpretation, how to account for costs.   In another ruling, the court upheld a voter-backed initiative in Arizona that sought to prevent partisan gerrymandering of congressional districts.
